Background:
UNDP/PAPP is implementing a programme funded by the Islamic Development
Bank (IDB – Al Aqsa Fund) for the rehabilitation of deteriorated homes
in East Jerusalem including the Old City to offer moral and social
support to families and individuals, and provide relief to a
marginalized Palestinian community through spiritual support,
educational opportunities, economic development programs, and advocacy.
The project aims to promote sustainable livelihoods, economic recovery
and self reliance in the City
Under the authority of the Head of Infrastructure & Engineering
Unit; the guidance and direct supervision of the Programme Engineer
Analyst, the Field Engineer provides functional, technical and programme
support for identifying and implementing the Project activities. As
will promotes a client-oriented approach in providing socio-economic
surveys to identify target beneficiaries. The Field Engineer works in
close collaboration with the technical staff of the national
counterparts and other concerned bodies on all issues directly related
to identifying further project activities.

Description of Responsibilities:
Summary of key functions:
-Provision of Socio-Economic Surveys
-Provision of Technical Surveys
-Provision of Activities Implementation
-Provision of Programme Support
-Provision of assistance to the Project Manager and the Programme Engineer Analyst in all other matters as requested

1-Function : Provision of socio-economic Surveys as assigned focusing on achievement of the following results:
a-The Field Engineer will conduct field visits to potential houses in
the city; collect required data to identify target beneficiaries to
include both owners and tenants.
b-Liaise with the Technical Staff representing the national counterparts
and other concerned bodies on all issues directly related to the
project objectives.

2-Function: Provision of Technical Surveys as assigned focusing on achievement of the following:
a-The Field Engineer will conduct field visits to the identified houses
to collect and report data on the needs for the
rehabilitation/reconstruction activities.
b-Assist the beneficiaries in preparing the engineering designs, scope of works and provide reliable cost estimates
3-Function: Provision of Activities Implementation as assigned focusing on achievement of the following:
a-Assists in the preparation stage of individual activity implementation
b-Assists the Project Manager in identifying the scope of works and advice on the feasibility of execution.
c-Supervise construction works, liaise with project manager and prepare reports in English and Arabic
d-Undertake daily monitoring of assigned construction activities
e-Prepare written corrective and guiding instructions to the beneficiaries.
f-Maintain activities files for all site memos and instructions,
measurements and measured quantities of works including all materials
delivered to activity site.
g-Report and provide advice on challenging situations that may arise
during the implementation of individual activity, as well seek cost
effective solutions to counter the challenge via the project manager and
programme engineer analyst.
h-Review, approve and certify the invidual activities prior the official handing over of the activity.
4-Function: Provision of Programme Support as assigned focusing on achievement of the following:
a-Prepare and submit to the project manager the daily, weekly and monthly supervision reports.
b-Advice on the value executed works that merit payment(s) to the beneficiaries.
c-Record capitalized execution stages of individual activities in a narrative form and supported with photos.
d-Assists project manager in preparing the individual agreements with beneficiaries.
e-Support the project manager to ensure accurate and timely reporting on
the progress of the project with specific focus on the individual
activities and funds utilized.
-Identify risks and challenges to the ongoing operations and provide
technical inputs for the effective implementation of the project
activities through developing work plans and setting priorities
5-Function: Provision of assistance to the Project Manager and the
Programme Engineer Analyst in all other matters as requested focusing on
achievement of the following:
a-Compile data in special software to establish beneficiaries illegibility
b-Safe guard all submitted official documentations from individual beneficiaries
c-Identify areas of cooperation and coordination with national counterparts and other concerned bodies

Impact of Results
Field supervision of the project activities will positively reflect on
the quality, quantity and implementation of the project, based on a
client-oriented and efficient approach which will reflect on the impact
of project and UNDP. The key results have an impact on the success of
project within specific areas of cooperation. In particular, on
achieving the success of implementation of the project sub-components to
reach all project goals and objectives.

Qualifications :
Education:
Minimum Diploma in Civil Engineering or Architecture

Experience: 2 years

Language Requirements:
Fluency in both Arabic and English languages
