PROGRAM/DEPARTMENT SUMMARY:Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental
(NGO) humanitarian relief and development organization, registered in
the United States and Scotland with offices in more than 40 countries
around the world, including the West Bank and Gaza, where the
organization has been active in implementing relief and development
programs for nearly a decade. Mercy Corps ‘West Bank and Gaza’ has
staff based in East Jerusalem and Gaza City offices that implement
programs throughout the Palestinian territories.
GENERAL POSITION SUMMARY:Mercy Corps has implemented private sector development programs in
Palestinian Occupied Territories since 2006. Mercy Corps new business
development program, an integral part of the overall Palestinian
Community Assistance Program (PCAP) funded by USAID, aims to contribute
to the expansion and development of the knowledge-based economy in
Palestine. The program is implemented in the Gaza Strip through and in
cooperation with local partners that have relevant experience in
economic and private sector development.
ESSENTIAL JOB FUNCTIONS: 1-Assist the MC Economic Development team in implementing its program,
with particular focus on Vocational Training and Job Placement in the
construction trades.
2-Contribute to the Economic Development team’s work plans, learning activities, discussions and evaluations.
3-Conduct field visits, phone contacts, and other monitoring functions
to ensure that trainees are receiving full and satisfactory preparation
for their employment.
4-Prepare and submit timely, complete administrative, attendance,
monitoring and financial reporting to the Program Officer and to MC’s
departments as required to document the activities and ensure timely
payment of MC beneficiaries. Assist the Program Officer to complete all
other project documentation, as required.
5-Work with flexibility to manage and meet the needs of MC’s
beneficiaries and partners through classroom, workshop and job-placement
activities.
6-Carry out spot-checks, audit vocational courses, visit workplaces, listen and respond to issues as they arise.
7-Keep the Program Officer and Senior Management informed of any matters which might affect the success of the activity.
8-Work if required beyond normal office hours, without additional compensation
9-Conduct him / herself professionally and personally so as to bring
credit to Mercy Corps, and to not jeopardize its humanitarian mission.
SUPERVISORY RESPONSIBILITY: Whenever applicable, the Program Officer will be responsible for
directing the works of Program Coordinator(s) to best meet objectives.
ACCOUNTABILITYREPORTS DIRECTLY To: Program Officer-Industry Sector
WORKS DIRECTLY WITH: Programs Director, Economic Development team, Admin, Finance and Procurement staff, DM&E department.
KNOWLEDGE AND EXPERIENCE: 1-University degree in Civil or architecture engineering, any relevant engineering background.
2-At least 2 years of relevant experience, in vocational training or
industry. Private sector experience will be valued as highly as
development work.
3-Understanding of the social, political, and economic context of Gaza, with knowledge of Gaza’s employment issues.
4-Strong writing and communications skills in both Arabic and English.
5-Strong computer skills.
